CL8 Install blocked by Win10 Defender Smartscreen

I tried install of CL8016 with and without Admin Rights. Windows 10 pops up this message:

From this screen, I select "Run Anyway" and get this message

Short of disabling windows security, any Ideas?

Where did you get the link for the file with 8016 at the end?

What is the full link? I'm investigating at my end but I don't see a file with that name on our server.
